attention to the letter No:- AICAEA/HQ/A-2/2014/1057-1117 dated 19.08.2014 on
the above mention subject and state that, it is nearly a month we have
submitted our suggestions for amendments in minutes of the meeting held on 17th
July 2014. But, we have not received the amended minutes so far. I shall
therefore, request you to kindly direct your office to forward the minutes
immediately so that its contents could be placed before the Central Working
Committee meeting to be held at Cochin on 18th and 19th
September 2014.

Grant of appropriate Pay Scales to DEOs working in Civil Accounts setup of
CBEC.
Sir,
In pursuance of our letter No: AICAEA/HQ/A-2/2014/919
dated 5th July 2014, we would like to bring it to your kind
information that, the Honb’le Calcutta Bench of CAT in OA. No. 63 of 2013 has
directed the respondents vide order dated 15.07.2014 that, in case applicants
i.e. DEOs working in Civil Accounts setup of CBEC are similarly circumstanced
with regard to the parties before Bombay High Court and Madras High Court, the
respondents shall consider grant of similar benefit to them in accordance with
Law.
We therefore, request you to kindly implement the order
passed by honourable CAT, Calcutta and issue orders granting the benefit of Pay
Scales of 1350-2200 with effect from 01.01.1986 all the DEOs working in Civil
Accounts setup of CBEC.
A copy of the above mentioned orders of CAT, Calcutta
Bench is enclosed herewith for your kind reference.

Subject: - Downsizing of
existing Pay and Accounts Offices in CBEC through restructuring.
Sir,
It
has been brought to the notice of NFCAA that the authorities of the Pr. CCA., CBEC
are collecting workload data from their field offices. The communications in this regard were being
sent to the field formations and replies received, without mentioning the purpose.
But, it is perceived and feared that, the data thus collected are being
proposed to be used for reducing the existing staff strength in the PAOs.
The
NFCAA vehemently oppose any such move to reduce the existing staff strength.
Even before any such move is contemplated or proposed to be contemplated by the
authorities, NFCAA would like to highlight the following issues:-
1.
In CBEC, the authorities
have never considered increasing the staff strength to commensurate with the
increased staff strength in the department.
The previous restructuring taken place at CBEC, in 1983 and 2004
(approx...) had not yielded considerable additional post to the existing PAOs.
On the contrary for the newly formed PAOs, staffs were diverted from the
pre-bifurcated PAOs.
2.
Particularly, in respect
of restructuring taken place in 2004 in CBEC, some of the newly created field
formations are just left with very very minimum posts, but without allotment of
hands to manage the posts which had left the Units high and dry in discharging
their duties and functions, as expected from them by the higher authorities.
3.
It is a pitiable
condition that some of the Units are not even allotted with any DEO/ LDC/ MTS
post. Under compelled situations, most of the time, the existing Staff had to manage
that functions also along with their regular nature of works.
4.
The COMPACT and REVACT
software are not designed to be fully automated but more user oriented. All the inputs are to be keyed in by the
user. Authorities are exerting more pressure on the existing staff to prepare
and send vast number of reports. These
reports have to be manually prepared and fed into the computer in the
pre-prescribed format.
5.
It is the reality that Computerisation of
accounts, after the introduction of the above packages, has not reduced the
work load at the field formations. In fact, it has further complicated the
process, since all the inputs are to be manually collected and fed into
computer.
6.
For the last 10 years,
the additional work of NPS is being attended by the staff of PAOs only in
CBEC. Authorities had never bothered to
enhance the strength of staff by posting additional staff for NPS alone. This may not be the case with the Department.
Each DDO is adequately provided with support staff to attend to DDO’s office
work. The revision of Pay and Allowances and payment of consequential arrears
have become the order of the day. Work
in PAOs have increased manifold.
7.
The worst victims are
the isolated cadre of DEOs. This cadre infact is available in CBEC setup only and
the employees working in this cadre are retiring in the posts they had been
recruited. CBEC authorities never recognised their services and took any
initaitive to resolve their grivances.
8.
Recently, cadre
restructuring of the CBEC has commenced with sanction of additional new posts
numbering around 18067.
Various new field formations have been formed. This would result in creation of
more DDOS and thereby the workload of the PAOs will be increased manifold.
It is a pity that authorities have
never considered the above additional work load on the shoulders of the
employees. They are performing their
work at their best even though there is shortage in their units, due to the
pressure of the Administration on them in finishing of work.
Based on the above, it is our
request that, the PAOs may be provided with adequate and additional manpower
for their smooth functioning.
In this line, it is further informed
that in the meeting between CGA authorities and the National Executive Members
of All India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Category II (which are the components of NFCAA) held on
17th July, 2014, it was informed by the Official Side that the CGA
Office is very vigorously working for sanction of additional posts, at various
cadres, including MTS, LDC, DEO and Accountants /Senior Accountants.
But, it is feared that your line of
action is something quite different from the approach of CGA.
Therefore, we request you to
reconsider your plan of downsizing of Civil Accounts setup of CBEC. Since any downsizing/relocation/dislocation
of employees and officers could cause wide spread resentment among the ranks
and files of our Associations, we request you to kindly discuss your planning
with the Associations i.e. NFCAA formally before taking any decision.
Further, this
federation vide its letter No. NFCAA/HQ/A-2/2014/1019-1020 dated 06.08.2014 requested
you to kindly convene a meeting for discussion and settlement of long pending
issues concerning with the employees of your department excusively. But you are yet to respond to the request.
We therefore, request
you to convene the meeting with us on all the items togather at your earliest
convinience.
