Brief Resume of the meeting held on 16.08.2018 between the official side of CGA office and the National Executive Members of All India Civil Accounts Employees Association

1.
Immediate submission of Cadre Review Report of Gr. B & Gr. C Officers and Employees and immediate implementation thereof after discussion with the Co-ordination Committee of Civil Accounts Officers’ & Employees’ Associations.
Would be discussed in cadre review meeting slated on 17th August 18. Proposal of CGA office vide circular dated 3-8-2018 for downsizing the Departments was opposed by the Association. Official side told that it was a draft proposal. Chairperson and Jt.CGA expressed concern over reduction of staff strength. They agreed that existing sanctioned strength and carrier prospect must be there.
2.
Filling up of vacancies in all cadres.
LDC: 780 Posts – 254 on roll. Dossiers received have been distributed. Requisition given to SSC. 500 vacancies exist.
MTS: – 837 Posts – 489 vacancies. 204 –dossiers sent to field formations.
Sr.Acctt/Acctt: – 5736 posts – 5183 on roll - 430 – Dossiers sent. 159 vacancies under 5% promotion quota could not be filled up for non-availability of eligible persons.
Association requested to fill the post station wise. Official side intimated that now option (from 2018) is being taken from candidates before their appointment.

Implementation of 7th CPC recommendation and grant corresponding G.P of Rs. 4,600/- to Sr. Accountants (Level-7 of Pay Matrix).
Staff side told that it is in the recommendation of 7th CPC.
Chairman agreed to recommend to Government.
4.
Grant of Promotion to all eligible MTS to the post of LDC as one time measure.
Association was requested to submit copy of earlier order of one time promotion for taking decision on the matter.
5.
Grant of promotion to the eligible  Senior Accountants to the post of  AAOs against existing 10%   promotion Quota and Ad-hoc Promotion in terms of C.G.A. Orders Dt. 31.12.2016 as discussed in the letter No:- AICAEA-AICAEA Cat-II/HQ/A-2/2018/156 dated 09.05.2018.
R.R. is going to be finalized. Staff side pleaded for 10% regular promotion till the R.R. is amended.
Adhoc appointment as AAO will be monitored by CGA Office. However, proposals for adhoc appointment have to reach CGA office three months ahead of retirements. Demand of inclusion of Steno & DEO for adhoc AAO shall be considered.
6.
Issuance of orders of enhanced Qualification Pay on passing Departmental Confirmatory Examination of Accountants and AAO© passed candidates as per 7th CPC recommendation.
Pending with Min. of Finance. Reminder was sent for order by CGA office on 13.07.2018. Likely to settle soon.
7.
Ensuring regular promotion and implementation of MACP on the due date of the incumbents in all cadres.
Staff side proposed for streamlining of promotional orders. Chairman asked CGA Office to monitor the promotions and implementation of orders. Delay in grant of MACP by PCCA/CCA/CA will be looked into.
8.
Immediately bringing back/ allotment of work for newly formed RPAO, Jute Cell (Under RPAO Textiles), Min of Commerce as per provisions of CAM.
The matter will be reviewed by CGA office after receiving relevant papers. Association may submit those  papers
9.
Following  the Govt. Rules and JCM norms:
(A)       Allowing uninterrupted Foreign Service facility to AICAEA like all other Central Govt. Departments.
(B)       Stoppage of vindictive transfers of office bearers of the Association.

A)    Will be examined again.


B)    Noted to avoid repetition in future.
10.
Grant of entry pay to LDCs and Accountants promoted from the post of MTS & LDC respectively as has been granted to the AAOs.
Proposal sent to DOPT. Issue is moving in a positive direction.
11.
Discussion of the proposal of Association on restructuring of AAO (Civil) Examination.
Will be discussed in the meeting scheduled tomorrow as it is under the purview of exam cell.
12.
Conducting all Departmental Examinations of all cadres regularly.
Will be discussed in the meeting scheduled tomorrow as it is under the purview of exam cell.
13.
Adoption of mutually agreed transfer policy for AAOs by holding dialogue with employees & officers Associations and implementation of the existing policy transparently without any discrimination.
Transfer review committee shall discuss the item in a separate meeting with the staff side.
Association has been requested to come for discussion with documents/ specific cases.
14.
Promotion of 12th Class Pass Group ‘C’ (Multi-Tasking Staff) as LDC on the basis of Limited Departmental Qualifying Examination 2017 under Rule 5(3) of CCAS (Lower Division Clerk Group ‘C’ Post) Recruitment Rules, 2010 – removal of discrimination in counting of seniority for posting regarding.
Joint CGA assured to look into the matter herself.
15.
Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
(a)       From the date passing departmental competitive examination conducted by SSC.
(b)      From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.

b)    Will be looked into by the CGA Office. Copies of the orders may once again be given to CGA Office.
16.
Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
Staff side proposed to reduce eligibility period to four months for appearing DCE to resolve the problem.
Decision shall be taken after consultation with examination cell.
17.
Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
CGA Office will revisit the issue and take a final decision.
18.
Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
Reply will be given by CGA Office.
Responding to a quarry of staff side, official side confirmed that there is no proposal for absorption of persons working on deputation basis.
19.
Settlement of all pending Compassionate Appointment cases.
Pendency report in details will be sought from CCA’S through circular and will be monitored by CGA office.
The compassionate case of Sudeep Mondal in specific will be considered on priority basis. Similar cases may be brought to the notice of CGA office.
20.
Introduction of Sparrow in all cadres.
It will be taken up after completion of it in respect of Gr. B Cadre.
21.
Setting up of complaints committees under all heads of the Departments in terms of the “Sexual harassment of women at work place (Prevention, Prohibition and Redressal) Act 2013”.
The official side agreed to form committees at different levels and requested staff side to send proposal for modalities.
22.
Creation of adequate P.A.O.s in CBEC setup as huge no. of DDOs increased after introduction of GST.
The case will be forwarded to cadre review committee for consideration in view of GST implementation.
23.
Stoppage of re-employment of retired employees.
