1. You are aware that, as a
result of the persistent and united effort of the Co-ordination Committee of
Civil Accounts Employees & Officers Associations, the Civil Accounts
authorities had appointed a five member “Internal Cadre Review Committee” on 16th
January 2018 after 42 (forty two) years of formation of Civil Accounts
directing the committee to prepare a proposal for Cadre Review for Group
B&C cadres.
The All India Civil Accounts Employees Association, the All
India Civil Accounts Employees Association Category-II and the All India
Association of Pay and Accounts Officers (Civil) have submitted independent and
joint proposals for Cadre Review to the Internal Cadre Review Committee. It has
been shown by these Associations that within last 42 (forty two) years, the growth
of ICAS Cadre was 62.5% while the reduction of posts in group C cadres was more
than 25%. In addition to various other things, it was request to the Internal Cadre
Review Committee that - (a) considering the changes in working conditions in
the organization, recommend for fir and justified pay scales for different
cadres and (b) to remove 100% stagnation in promotional avenue, recommend for
following the Central Secretariat pattern and reserve at least 331/3% posts in every cadre
for promotion from lower cadres.
But the Internal Cadre Review Committee instead of preparing a
Cadre Review proposal has most irrelevantly generated a document vide OM No:-
A-32014/1/2014/MF.CGA/Group B/Cadre Review/355 dated 3rd August,
2018 for restructuring Group B & C and has proposed to reduce 554
Accountant/Senior Accountant, 54 Stenos, 77 DEOs. 37 LDCs and 94 MTS Posts.
Moreover it has not proposed for grant of any enhanced pay scales or
improvements in promotional prospects of any cadre.
Further, the authorities of CGA Office have decided to convene
meetings on 17th August 2018 with the Associations. In these meetings instead of inviting the
Associations submitted their proposal for cadre review, invited such Association(s)
which have not even submitted any proposal for cadre review.
2. Apart from the issue of
cadre review it is also to inform you all that the All India Civil Accounts
Employees Association Category-II has been enjoying support and membership of
286 AAOs which is more than 20% of AAO on roll and since the Association is
having more than 15% membership, it is eligible for recognition under CCS (RSA)
Rules 1993. But the authorities have mutilated the mandate of AAOs thrice by seeking
the interference of outside sources and manufactured a membership verification
report with 13% in order to refuse recognition to the Association. For pointing
out the defects and deficiencies in the membership verification report by the
Association with the support of the copies of valid documents, authorities instead
of revisiting the defects and malfunctioning of inherent in the system right
from DDO level to Nodal authority and their biased approach etc. have challenged
the Association and asked it provide such informations which are not applicable
in terms of the CCS (RSA) Rules 1993.
Dear Comrades,
In view of the receipt
of wide spread resentment and anguish of
our members from entire county including
very tiny cities against the above discussed anti-employee actions and discriminations
of CGA authorities, it has been decided by the federal executive of NFCAA after
an extensive consultation that following protest programmes shall be organized:-
1.
All units of All India Civil Accounts Employees Association
shall organize lunch hour meeting on 13th August and forward a
Resolution to Controller General of Accounts preferably by email.
2.
All Branches of All India Civil Accounts Employees Association
and All India Civil Accounts Employees Association Category-II shall organize
joint lunch hour demonstration in a centrally located place of the city on 14th
August 2018 and forward a Resolution to Controller General of Accounts preferably
by email.

CLAIMING OUR LEGITIMATELY DUE RIGHTS WITHIN THE PERIPHERY OF THE GOVERNMENT
RULES.

held today the 13th August 2018 records its protests against the
proposal of Internal Cadre Review Committee to reduce Group C Posts and non
grant of recognition to All India Civil Accounts Employees Association Category-II
as a second major Association despite having 20% membership.
The meeting urges upon the Controller General of Accounts to
kindly intervene and resolve the issues.

Internal Cadre Review Committee to abolish hundreds of Group C Posts and non
granting of recognition to All India Civil Accounts Employees Association
Category-II as second major Association despite having more than 20% membership and fulfilling all of the provisions of CCS
(RSA) Rules 1993 by the Association.
The meeting urges upon the Controller General of Accounts to
kindly intervene personally and resolve above issues.
